In fact, I think we will have to treat this just like a lujvo,
in that it will in principle be necessary to _define_ what it means.

Well, actually, my copy of the gimste has

zbasu     zba      make
x1 makes/assembles/builds/manufactures/creates x2 out of materials x3

in which case this particular one's denying the existence of any
material out of which it is made, which is a bit easier to comprehend.

But if it was

    se zbasu fe xo'e

I too would have no idea what it means, and would expect whoever
used this to be prepared to explain what he meant.
